Opportunity to shape Just Transition Plans

In response to the initial report of the Just Transition Commission, the Scottish Government committed to deliver a series of Just Transition Plans (JTPs) focussed on sectors that the Commission identified as key to delivering Scottish Minister’s ambitious net zero targets:

  • Built Environment and Construction;
  • Land Use and Agriculture; and
  • Transport.

In its National Planning Framework, Scottish Government outlined that co-design and co-delivery must underpin the just transition planning process. It is therefore committed to delivering meaningful engagement throughout the development of the draft JTPs.

This process underpins the recently agreed Verity House Agreement which includes a commitment to transform our economy through a just transition to deliver net zero, recognising climate change as one of the biggest threats to communities across Scotland. The Agreement also commits to a more collaborative approach to delivering local government and national government’s shared priorities.

To begin the development of these JTPs, the Scottish Government has published a series of discussion papers on each of the sectors to start to outline what they think might be the key challenges and opportunities that the transition to net zero will bring in each area. These discussion papers can be found using these links:

Over the next few weeks, engagement is being undertaken to gather feedback and a range of insights on these JTPs with a range of stakeholders. You are invited to take part in online engagement events as part of the co-design process with public bodies which will be focussed on each sector and held on:

In addition to these online events an in-person event will be held on 15th August in Glasgow (subject to the number of registrations) https://www.eventbrite.co.uk/e/673772370297 . This will follow a similar structure and focus to the online events and cover all sectors, with opportunities to focus on the sector of most interest to participants.
