SSN confirmed as delivery lead for multi-year PBCCDR support

11 December 2025

The Scottish Government has confirmed delivery plans for Public Bodies Climate Change Duties Reporting (PBCCDR). A multi-year contract has now been agreed with Edinburgh Innovations at the University of Edinburgh, with the Sustainable Scotland Network Secretariat leading delivery.

This continues SSN’s long-standing role in supporting and analysing the national PBCCDR process for more than 180 public bodies. The new arrangements build on over a decade of delivery, research, and insight from the network, and will enable ongoing improvement as Scotland advances its climate change reporting practice.

SSN welcomes the opportunity to continue supporting public bodies with their Public Bodies Climate Change Duties Reporting. Based at the University of Edinburgh, the SSN Secretariat has built a strong reputation in climate change reporting over the past decade, and this new contract allows us to continue developing reporting practices and national analysis. We look forward to working with the Scottish Government, our contract partners, and our public sector members to strengthen the quality and value of Public Bodies Climate Change Duties Reporting across the sector.

-George Tarvit, SSN Director

SSN will lead reporting support for public bodies by providing guidance, templates, and advice. SSN will also lead the analysis of PBCCDR and continue to publish the annual analysis report to support understanding of progress across the sector.

Under the new contract, SSN will collaborate with PortF as the primary technical partner to develop a new online reporting platform. The platform will provide a digital space for public bodies to input and manage their PBCCDR information in a more consistent and accessible way. This platform will be created and user-tested over the next 18 months and will build upon PortF’s previous work on climate change reporting with organisations, including the Scottish National Investment Bank

PortF is pleased to support the development of the new PBCCD reporting platform. Our focus is on building a dependable and accessible system that helps public bodies report more clearly and consistently. We look forward to working with SSN to deliver a tool that strengthens climate reporting practice and supports informed decision-making across Scotland.

- Alex Lu, CEO, PortF

The Scottish Government has welcomed this contract award and looks forward to working with SSN and PortF to ensure continuity and improvement in support for public bodies as they meet their statutory reporting duties.

We look forward to working with Sustainable Scotland Network and PortF on this new contract. Since it was introduced almost a decade ago, climate change reporting has helped drive climate action across the public sector. The development of this new digital platform marks the start of a new phase, securing efficiencies across the public sector and enabling bodies to make best use of their data, as we work together to deliver on Scotland’s national climate change commitments.

- Philip Raines, Joint Deputy Director for Domestic Climate Change
